Its main function is to group permission nodes together into one file so that it can be used across the system by permissions plugins (and plugins utilising permissions alike).
The permissions file in the server is very rarely used these days as plugins can handle the permissions in better manner. The plugin seems a little old, but is fully functional and it is maintained.
